The Code of Ethics contains general basic principles, regulates interacting relation between the authorized personnel of the public sector employees and their relations towards citizens, institutions and agencies and defines the responsibility for breaches of the Code.
- Section 5.1 - Government of India must redefine and enforce the code of ethics for all public sector department and their employees.
- Section 5.2 - All public servants should be required to disclose all holdings of a business, commercial or financial nature to their superior, where such holdings might conceivably be construed as being in actual or potential conflict with the employee’s duties.
- Section 5.3 - Enforce prohibitions on corporate and union contributions to political parties, enforce sensible donation limits and public disclosure of how candidates and political parties are funded.
- Section 5.4 - Maintain truthfulness and honesty while in public service, and to not compromise them for advancement, honor, or personal gain. Guard against conflict of interest or its appearance: e.g., misuse of public resources or the acceptance of gifts.
- Section 5.5 - All government employees must inject the prestige of the government office into everyday dealings with the public employees and associates.
- Section 5.6 - Government service employee must not improperly influence or attempt to influence other officials to act in his/her own benefit. And should not accept anything of value from any source which is offered to influence his/her action as a public official.
- Section 5.7 - All government employees should perform all duties impartially, without favor or affection or ill will and without regard to status, sex, race, religion, political belief or aspiration. All citizens should be treated equally with courtesy, consideration and dignity.
- Section 5.8 - “Kickbacks” or “bribes” intended to induce or reward favorable decisions and governmental actions should be unacceptable and
prohibited. No government employees should accept or receive directly or indirectly through any other person or firm, any payment of anything of value (in the form of compensation, gift, contribution or otherwise) for the purpose of inducing or rewarding any favorable action. - Section 5.9 - All law enforcement officers must be made fully aware of the ethical responsibilities of their position and must be strived constantly to live up to the highest possible standards of professional policing.
- Section 5.10 - All law enforcement officers should refrain from applying the unnecessary infliction of pain or suffering and should never engage in cruel, degrading or inhuman treatment of any person.
- Section 5.11 - All government employees must avoid any conduct that might compromise integrity and thus undercut the public confidence in government sector.
