Govt. of India has embarked upon a program of maintaining of National Register of Indian Citizen and issue of MNICs to all citizens at the age of 15 years and above with the purpose of providing credible fool proof individual identification system and its use for various socio-economic benefits and transactions and also to stop and deport illegal immigrants which causes impediments in developing the economy besides threatening the security of country. This process has to be carried out through-out the country, but considering the complexities involved in the process it has been decided to implement pilot project in 13 selected states.

  • Section 11.1 - Every person in the country should be provided a national identity card and given a unique national identity number.
  • Section 11.2 - We need to enforce the country wide implementation of MNIC (Multipurpose National Identity Card) that would provide a credible individual identification system and simultaneous use for several multifarious socio-economic benefits and transactions within and outside the Government. This would form the basis of more efficient e-Governance.
  • Section 11.3 - For better governance we need to give high priority to MNIC. MNIC project provides a well regulated approach of monitoring and tracking the various benefits being provided by the government as well as restricting illicit use of multiple/false identities.
  • Section 11.4 - For successful implementation of MNIC project, we need to prepare the National Register of Indian Citizens (NRIC) on the basis of data collected by conducting house to house enumeration of every individual /citizen.
  • Section 11.5 - We need to address the risk of misuse of personal information and therefore potential violation of privacy rights.
  • Section 11.6 - We need to enforce new laws to prevent the possibility of identity theft, corruption and exploitation of MNIC data.
  • Section 11.7 - India should take precautionary actions to prevent abuse of police power with centralized personal identification databases including parliamentary scrutiny, judicial review, statutory regulators, and protection for whistleblowers.
  • Section 11.8 - MNIC should be used to provide various services like issue of passports, Driving Licenses, PAN numbers, Service Identity Card, Opening of Bank Accounts, Getting new Ration Cards, issue of SC/ST Certificates, issue of Property documents, issue of Armed Licenses, issue of Domicile Certificates, Permanent Resident Certificates etc.
