Citizens and businesses demand faster and more personalized services, and the policies must be developed and implemented more quickly than before. Political and economical conditions are affecting center and state
governments and their decisions in reforming public sector. We need to build efficient and accountable public sector institutions - rather than simply providing discrete policy advice. Institutional reform in the public sector is a cross-cutting issue that touches virtually all segments of economic growth. We have to overcome the challenges and build a better future for our citizens.

  • Section 15.1 - The Government must play a stronger role in fostering a culture and
    behaviors within public bodies which can help them to focus on their key purpose of delivering high quality services which improve lives for people and which also value efficient ways of working.
  • Section 15.2 - The local and state government should be more committed to improving the quality of public services and the productivity of the public sector.
  • Section 15.3 - Public service decision-makers and providers should improve their capacity to seek and respond to service user feedback.
  • Section 15.4 - We need to raise the salaries of public sector employees and enforce tougher performance standards.
  • Section 15.5 - We need to implement dramatic administrative reforms at every level of the vast public sector.
  • Section 15.6 - We need to reform public sector units that are counterproductive to the economic growth of the country.
  • Section 15.7 - There is a greater need to decentralize some of the public sector units.
  • Section 15.8 - We need to a code of conduct for public sector employees at all levels.
  • Section 15.9 - We need to implement laws to protect general population from victimization and
    discrimination by public sectors.
  • Section 15.10 - Local elected representatives should be held accountable for what they have achieved (or failed to).
  • Section 15.11 - Its time to look at more effective human resource management policies and practices in recruitments, conduct and
    performance.
  • Section 15.12 - Give more flexibility and freedom to the public sectors departments in managing day-to-day
    activities, while ensuring control through increased accountability of the heads of the
    departments.
  • Section 15.13 - We need to reduce the opportunities for corruption by implementing stronger regulations.
  • Section 15.14 - Explore and improve productive partnerships with private sectors.
