Small businesses are the backbone of Indian economy and we must protect and promote them. Small businesses have the ability to create jobs in those sectors of the economy that drive our economy - manufacturing, construction, and retail. Maintaining strong focus in the business community is critical to spurring new endeavors which will create the new jobs our economy needs.

• Section 18.1 - Key regulatory departments and agencies should be encouraged to achieve a reduction in administrative and information obligations imposed on small business.
• Section 18.2 - We need to reduce the tax compliance burden on small business by decreasing the frequency of their tax remittance and filing requirements.
• Section 18.3 - We need to create an economic climate that breeds success for small business — a climate with lower taxes, reduced regulation and greater opportunities.
• Section 18.4 - Develop Small Business Development Centers to provide management assistance to current and prospective small business owners.
• Section 18.5 - Provide resources to help manufacturers compete globally, support greater supply chain integration, and provide access to technology for improved productivity.
• Section 18.6 - Provide useful, practical, and research-based information to agricultural producers and small business owners in rural areas.
• Section 18.7 - Government agencies should help entrepreneurs develop small businesses through a wide range of programs providing financial assistance such as loans and government contract assistance.
• Section 18.8 - Government agencies should emphasize on assistance for compliance rather than penalties for non-compliance.
• Section 18.9 - We need to restore fairness to the tax code and provide small business owners the tax relief they need.
• Section 18.10 - Implement reforms to ensure improvements in the safety and health of employees at workplaces.
• Section 18.11 - Encourage businesses in contributing to a better society and a cleaner environment beyond its financial and capital commitments.
• Section 18.12 - We need to simplify the business registration process and reduce taxes on women owned businesses.
